I am an NRI living in the USA and need to apply for an Indian PAN for some financial and tax-related transactions in India. I have never had a PAN before.
I was hoping to complete the entire PAN application online because I don't want to travel to India just to submit a PAN application. I also came across the Income Tax Department's Instant e-PAN facility, which says that PAN can be generated online using Aadhaar.
My problem is that I am an NRI and currently live outside India. I am not sure whether the Instant e-PAN facility is available to NRIs, especially if they are foreign citizens or don't have an Aadhaar-linked Indian mobile number.
If anyone has recently applied for PAN as an NRI from outside India, I'd appreciate knowing how you completed the process and whether any physical verification or document submission was required.
The first thing to distinguish is Instant e-PAN from the regular PAN application.
The Income Tax Department's current Instant e-PAN facility requires a valid Aadhaar, an Aadhaar-linked mobile number and access to DigiLocker. More importantly for your situation, the department's e-PAN FAQ specifically says that foreign citizens cannot apply through the e-KYC mode.
So I wouldn't assume that simply being an NRI makes you eligible for Instant e-PAN.
For an NRI who needs a PAN, the regular PAN application route is the one I'd look at. You can start the application online from outside India, but whether the entire process can be completed without sending supporting documents depends on the applicant's circumstances and the applicable application process.
Also, don't confuse having an Indian PAN with being required to link it to Aadhaar. The Income Tax Department lists non-residents as one of the categories for whom Aadhaar-PAN linking is not compulsory.
I'd check the current PAN application instructions before submitting because the forms changed from April 1, 2026.
I applied for my PAN while living outside India, and the important part was not to use the Instant e-PAN option just because it appeared to be the easiest route.
The Instant e-PAN service is designed around Aadhaar e-KYC. The Income Tax Department says the service is for individuals who don't already have PAN and have the required Aadhaar/mobile/DigiLocker setup. It also explicitly states that foreign citizens cannot apply through e-KYC.
For someone living abroad, I would therefore check the regular PAN application procedure applicable to a non-resident/foreign citizen and prepare the identity, address and other supporting documents requested under that process.
One thing that helped me was keeping my foreign address and passport details consistent across the application and supporting documents.
I also wouldn't assume that an Indian mobile number is mandatory just because you are applying for PAN from abroad. The requirements depend on the application route.

There is another important point because the PAN rules changed in 2026.
The Income Tax Department says that applications for a new PAN filed on or after April 1, 2026 must use the new forms prescribed under the Income-tax Rules, 2026. Existing PAN numbers remain valid; the change mainly affects fresh applications.
So if you find an older article telling NRIs to use a particular old PAN form, I'd verify it against the current Income Tax Department instructions before applying.
As for doing everything online, I would separate these two questions:
Can the application be initiated online? Generally, yes.
Can every NRI complete the entire process without any physical document submission? Don't assume that. The answer can depend on the applicant's citizenship, Aadhaar availability, authentication method and the current PAN application procedure.
