I’m currently living in the UAE and planning to move back to India permanently later this year. I’ve been an NRI for several years and want to get my paperwork organized before I actually relocate.
I’ve started making a checklist, but I’m finding different advice about what should be completed before leaving the UAE versus what can be handled after arriving in India.
My situation is fairly straightforward. I’m an Indian citizen, have an Indian passport, and currently maintain an NRE account, NRO account, and FCNR deposit in India. I also have some investments in India and a UAE bank account.
I’m particularly concerned about things that may become difficult to sort out once I’m back in India.

I’m also confused about the banking part. I understand that my residential status will change after I return permanently, but I'm not sure exactly when I should ask the bank to redesignate my NRE/NRO accounts.
The RBI says that NRO accounts may be redesignated as resident accounts when an account holder returns to India with the intention of staying for an uncertain period. It also says NRE accounts should be redesignated as resident accounts or their funds may be transferred to an eligible RFC account in certain circumstances.
For people who recently returned permanently:
What documents did you prepare before moving, and what do you wish you had completed before leaving your country of residence?
I returned from Canada last year and wish I'd made a proper document archive before leaving.
My recommendation would be to separate everything into three folders:
India documents
Passport, PAN, Aadhaar, property papers, bank statements, investments, insurance, ITR records, etc.
Foreign-country documents
Tax returns, employment records, salary slips, pension records, investment statements, foreign bank statements and immigration documents.
Tax records
Indian ITRs, AIS, 26AS, TDS certificates and foreign tax records.
I also downloaded statements rather than relying only on online banking. Some of my older foreign bank records became annoying to access later.
Another thing I would check is your investments. If you have foreign shares, brokerage accounts, pensions or other overseas financial assets, keep the historical purchase statements and tax documents. You may need them later for tax reporting.
Don't assume that returning to India automatically makes you resident for Indian income-tax purposes on the day you land. Tax residential status is determined under the applicable rules for the relevant tax year based on factors such as your days of stay and circumstances. The Income Tax Department confirms that residential status is determined separately for each tax year.

For the banking part, I contacted my Indian bank before moving and asked what they would need once I became resident again. That made the actual conversion much easier.
I wouldn't close NRE/NRO accounts immediately just because you're planning to return. The timing of the change in status matters, and the bank needs to process the account redesignation according to the applicable RBI/FEMA rules.

So I'd definitely speak to your bank before the move rather than making assumptions based on someone's experience online.

The RBI guidance is useful here. On a change from non-resident to resident, an NRE account should generally be redesignated as a resident account or, where eligible, the funds can be transferred to an RFC account. FCNR(B) deposits can generally continue until maturity at the contracted rate if the account holder chooses, with the subsequent treatment governed by the applicable rules.
For NRO accounts, the RBI says they may be redesignated as resident accounts when the person returns to India intending to stay for an uncertain period.
I'd therefore put “contact bank about residential-status change” near the top of your checklist.
