I’m an Indian citizen currently living in the UK and need to apply for a PAN card for some financial and tax-related work in India.
The problem is that I don't have an Aadhaar card. I moved to the UK several years ago and never applied for Aadhaar because I have been living abroad most of the time.
I initially thought PAN application might require Aadhaar, especially because so much of the current PAN process seems connected with Aadhaar. However, I came across information saying that NRIs can apply for PAN without having Aadhaar.
I’m trying to understand the actual process before submitting anything.

I’d particularly like to hear from NRIs who actually applied for a PAN recently without Aadhaar. What documents did you submit, and how long did the application take?
I had a similar situation from Australia.
The biggest confusion I had was seeing articles that said “Aadhaar is mandatory for PAN.” That's too broad for NRIs because there are exemptions and different rules depending on the applicant.
I applied using the normal PAN application process and didn't have an Aadhaar number.
My Indian passport was one of the main documents I used. For the overseas address, I submitted the prescribed address evidence applicable to my application.
I would also keep in mind that Instant e-PAN and a normal PAN application aren't the same thing. The Instant e-PAN facility relies on Aadhaar authentication, so not having Aadhaar can prevent you from using that particular route.
But that doesn't mean an NRI without Aadhaar cannot apply for PAN at all.
I would use the current PAN application instructions from the Income Tax Department or the authorized PAN service provider rather than an old blog post. PAN procedures and forms have changed recently, so older checklists can be misleading.
Yes, I applied for my PAN from Canada without having an Aadhaar card, so Aadhaar wasn't a blocker in my case.
I used the regular PAN application route rather than the Instant e-PAN facility. That's an important distinction because the Instant e-PAN service is specifically Aadhaar-based.
For my application, I had my Indian passport and documents showing my overseas address. I also made sure the name and date of birth were consistent across the documents.
I would not assume that every document listed online will work for every NRI situation. The document requirements depend on the applicant's circumstances, so I checked the current instructions before submitting.
The Income Tax Department also treats non-residents differently for certain Aadhaar-related PAN requirements. So being an NRI without Aadhaar doesn't automatically mean you cannot obtain PAN.
One thing I would recommend is checking whether you're applying as a non-resident under the Income-tax rules rather than simply assuming that living outside India automatically settles the issue. Your residential status for tax purposes can depend on the relevant year's circumstances.

Another thing worth checking is the reason you need PAN.
I initially needed mine because of an Indian investment transaction. Someone told me that because I didn't have Aadhaar, I couldn't get PAN, but that wasn't correct in my case.
If you're an NRI, you can generally apply through the prescribed PAN application process using the identity, address and date-of-birth documents applicable to you.
An Indian passport can be particularly useful because it contains several of the details needed for identification.
For overseas address proof, don't just upload whatever document you happen to have. Check the current PAN instructions for the acceptable documents and whether the document needs to show your full foreign address.
Also, don't confuse PAN application with Aadhaar-PAN linking. These are separate issues. An NRI may be exempt from mandatory Aadhaar-PAN linking, depending on their status.
My advice would be to first confirm that you qualify as a non-resident for the relevant tax year, then follow the current NRI PAN document checklist.
